As part of one of the nation’s largest transportation infrastructure programs, this project involved the successful installation of 21 miles of civil work including major bridge structures, at grade trackway, utilities and road construction supporting California’s future high-speed rail network. Russell provided executive leadership, guiding multidisciplinary teams through complex construction operations while ensuring project performance, stakeholder collaboration, and successful program delivery.
