  • California High-Speed Rail Program

    Construction Package 4, $ZZZ
    Part of the $32B Central Valley Segment
    As part of one of the nation’s largest transportation infrastructure programs, this project involved the successful installation of 21 miles of civil work including major bridge structures, at grade trackway, utilities and road construction supporting California’s future high-speed rail network. Russell provided executive leadership, guiding multidisciplinary teams through complex construction operations while ensuring project performance, stakeholder collaboration, and successful program delivery. This work reflects REJ Solutions’ commitment to delivering infrastructure projects that strengthen communities and support long-term transportation innovation.
  • Sound Transit Lynnwood Link Extension

    Sound Transit, $3.1B
    As part of the expansion of Sound Transit’s regional light rail network, this project improves mobility, connectivity, and accessibility for communities across the Puget Sound region. This 8.5 mile track projected also added 4 new light rail stations, 1,500 new parking spaces and 34 new light rail cars.  Russell provided strategic leadership throughout project delivery, helping align multidisciplinary teams, strengthen organizational performance, and support successful execution from planning through implementation.
    His focus on collaboration, operational excellence, and continuous improvement helped advance a major transportation investment that will provide safe, efficient, and sustainable transit for generations to come.
  • New Tacoma Narrows Bridge

    WSDOT Design Build, $790m
    Build a new parallel suspension bridge across the Tacoma Narrows to improve capacity and traffic flow. The project included 2 new interchanges, upgrades to the existing bridge and a new tolling facility.

  • Amtrak Cascades High Speed Rail

    WSDOT Cooperatively with City of Seattle, Sound Transit, BNSF and Amtrak, $800m
    20 separate projects to rehabilitate King Street station, purchase new locomotives, upgrade other stations and improve track along the Amtrak Cascades corridor between Portland Oregon and Vancouver BC, allowing two new round daily round trips.

  • Landslide Management Program

    WSDOT cooperatively with BNSF and Sound Transit, $80m
    Worked with private and local agency partners to mitigate existing landslide impact and prevent future landslides to the BNSF track along the northern Puget Sound coastline. The slides there impacted both the ST Sounder service and the Amtrak Cascades service.

  • Palouse River and Coulee City Rail System

    WSDOT and local partner operators, BNSF and UP
    Developed an operations plan and maintenance plan for this 300 mile system that ships 25% of Washingtons annual wheat crop. Led the Rail Grant program and contracted with multiple operators to operate and maintain the lines.
